An international public policy, on the other hand, deals with external relations and focuses on interlinking policies between two or more countries, thereby striving to build networks and strengthen connections with other nations.

However, students need to learn about the distinction between the two and realise the various components associated with each. There is another branch of public policy, known as Transnational public policy. As per the view of the commentators, a transnational policy has the characteristics of a 'truly international' policy. A transnational public policy basically refers to the policies that transcend various state boundaries, rather than being limited to only a single state.

It is believed the scopes of a transnational public policy are even more restricted than international public policy. A transactional perspective could also widen the approaches of the court to the international public policies of the state. It, therefore, focuses on looking at various aspects of the state through a much broader lens as per the trends and approaches followed by other nations, rather than limiting one's perspectives only to the strategies of one's own country.

Today, even though there are certain national rules which govern how foreign policies would be enforced, yet the trend has been inclined towards a more international and transnational approach of the application of the public administrations.
